Rebuilding Caveat
NY Times - Letter to the Editor - March 14, 2003

To the Editor:

"City Is Seeking Bigger Role in Rebuilding" (news article, March 7) describes a plan being floated by the Bloomberg administration that would give New York City control of the World Trade Center site while keeping the development process exempt from the city's complicated public review process, "a process from which the Port Authority is exempt."

Not mentioned is that the Port Authority of New York and New Jersey is also exempt from the jurisdiction of the city's building and fire codes.

If it is legal for the Port Authority to build without being subject to these codes, the law should be changed. Nothing should be built on the trade center site unless it conforms to the city's building and fire codes and is subject to inspections.
